Local Roads Grants

In 2009-10, the Victorian Grants Commission (VGC) has allocated a total of $122.501 million in Local Roads Grants. The grants methodology for local roads is based on road lengths and traffic volumes in each municipality. It takes account of local characteristics using cost modifiers for freight, climate, materials, sub-grade conditions and strategic routes.

The local roads grant allocation model draws on information supplied by each council about the length of local roads (by type and traffic volume) and the deck area of bridges on local roads. The Commission information sheet, Collection of Traffic Volume Data for Local Roads (PDF 39kb), guides councils in the collection and reporting of this information. There is also a Local Roads Grants Question and Answer Sheet – April 2001 (PDF 20kb) which may be of assistance.

Cost Modifiers

Five cost modifiers – freight loading, climate, materials, sub-grades and strategic routes – are used in the local roads model to take account of local conditions. The current information sheets (August 2005) for each of the cost modifiers, as well as a Local Roads Grants Model are available below.

Cost Modifier – Freight Loading (PDF 23kb)
Cost Modifier – Climate (PDF 25kb)
Cost Modifier – Materials Availability (PDF 23kb)
Cost Modifier – Sub-Grade (PDF 25kb)
Cost Modifier – Strategic routes (PDF 24kb)
Cost Modifier – Indices (PDF 17kb)

The Commission periodically revises the data on which the local roads allocations are abed. In line with this policy, the following data was incorporated into the 2009-10 allocations:
Review of Asset Preservation Costs – April 2009 (PDF 331 kb) or (Word 1705 kb)
Review of Asset Preservation Costs (PDF 135kb)
Review of Freight Relativity Factors (PDF 62kb)
Review of Pavement Material Availability in Victoria (PDF 289kb)
