About us
Our role
The Department of Planning and Community Development (DPCD) was established in August 2007 to lead and support the development of liveable communities.
The Victorian Government is committed to delivering improvements in urban planning and development, particularly in the outer suburbs and regional areas where we are expecting strong growth.
DPCD is putting the needs of these growing communities front and centre. This ensures we are building strong communities that are well planned, well designed and help Victoria continue to be one of the most liveable States in the world.
Our structure
DPCD is putting people at the heart of Victorian Government efforts to plan for liveability and growth by focusing on two things that are important to Victoria’s future: the liveability of our neighbourhoods, and the strength of our communities.
There are five groups within DPCD:
- Planning and Local Government
- Community Development
- People and Community Advocacy
- Strategic Policy, Research and Forecasting
- Corporate and Organisational Development, and Communications
The Secretary of the Department is Yehudi Blacher.

Our Ministers
The Department advises and supports nine Ministers, one Assisting Minister and 11 Ministerial portfolios. Find out more about our Ministers.
Our newsletter – Liveable Communities
The Liveable Communities newsletter highlights the diverse work of DPCD, all of which we do with our valued partners across government, business, not-for-profit groups and with communities.
