The Action Plan


The Victorian Government’s Action Plan: Strengthening Community Organisations (PDF 178 kb) or (Word 243 kb) is a $13.87 million Brumby Government plan to ensure the long-term sustainability of the not-for-profit sector.

It recognises the significant contribution that NFP community organisations make to life in Victoria, through a diverse range of activities such as community services, social welfare, education, sports and recreational activities.

The Action Plan responds to extensive consultations with NFP community organisations, philanthropic organisations and academia as part of two reviews:
  • The report from the Steering Committee of the Strengthening Community Organisations Project (November 2007); and
  • The Review of Not-for-Profit Regulation led by the State Services Authority (September 2007).


  • The Action Plan combines the proposals of the two reports into a coherent plan for strengthening NFP community organisations.

    The Stronger Community Organisations Project


    The Stronger Community Organisations Project (SCOP) was announced in the Victorian Government’s A Fairer Victoria 2006. A Fairer Victoria is a whole of Government social policy action plan to address disadvantage and promote inclusion and participation.

    The SCOP was established in February 2007 by Minister Batchelor and was led by Professor Allan Fels, AO.

    It examined the range of social and public policy trends shaping the environment for community organisations in Victoria. The Project produced a report of recommendations to build the capacity of community organisations, and to ensure the sustainability of their contribution in the future.

    The Stronger Community Organisations Report of the Steering Committee (PDF 1180 kb) or Part 1 (Word 2214 kb), Part 2 (Word 2324 kb), Part 3 (Word 2293 kb) was published in November 2007.

    The State Services Authority Review of NFP Regulation


    The Premier and the Treasurer requested the State Services Authority (SSA) to undertake the Review of NFP Regulation in September 2006, as part of the Victorian Government’s commitment to regulation reform.

    The Review examined Victorian Government systems, processes, structures and functional relationships, and the impact of contractual and accountability requirements on NFP community organisations.

    The Review team conducted extensive consultations with the NFP Community Sector, academics and Victorian Government Departments.
