The Mentoring and Capacity Building Initiative (MCBI)

The Mentoring and Capacity Building Initiative (MCBI) is managed through the Office for Youth under the leadership of the Minister for Sport, Recreation and Youth Affairs.

The Victorian Government funded the Mentoring and Capacity Building Initiative for Young Victorians for $2.9m over 3 years through A Fairer Victoria policy 2005. The Victorian Government committed $3.9 million over four years from 2008-09 to 2011-12 for the continuation of the Mentoring and Capacity Building Initiative for young Victorians, particularly those disengaged from education, employment and training.

Victoria was the first Australian state to adopt a strategic, coordinated framework for mentoring young people. At the forefront of this work is Leading the Way: The Victorian Government’s Strategic Framework on Mentoring Young People (PDF 641 kb) 2005-2008 released in October 2005.

The MCBI involves working with partners across government and the community to achieve:
  • a whole-of-government and community approach to stimulating higher levels of access to quality mentoring programs and supporting volunteering in mentoring roles;
  • a means to support existing and potential providers of mentoring programs to achieve high quality assurance and continuous improvement in the delivery of mentoring programs; and
  • a means to assist business, community and philanthropic organisations to feel greater confidence when supporting mentoring by ensuring programs meet important community standards.

The MCBI is delivered through three key components:
1. Building Mentoring
2. Tools for Better Mentoring
3. Community Capacity Building
