Local Government Investigations and Compliance Inspectorate
The Local Government Investigations and Compliance Inspectorate (Local Government Inspectorate) is an Administrative Office of the Department of Planning and Community Development.
The Inspectorate is responsible for ensuring that Victoria’s local government sector meets the highest standards of accountability and transparency.

Recent News
The formation of the Inspectorate was announced by the Premier on 12 August 2009 as part of the State Government’s commitment to deliver better services to Victorian communities.
David Wolf has been appointed interim Chief Municipal Inspector of the Inspectorate. He is responsible for managing the transition of the dedicated investigations unit from Local Government Victoria to the Inspectorate and leading a team of investigators and compliance auditors.
About the Inspectorate
The Inspectorate focuses on compliance with the Local Government Act 1989, the guiding legislation for Victoria’s 79 councils, by investigating alleged breaches of the Act, implementing a rolling audit program and conducting spot audits of councils’ compliance.
The functions of the Local Government Inspectorate include:
- Investigating breaches of the Local Government Act;
- Investigating alleged breaches of electoral provisions;
- Monitoring the corporate governance of councils;
- Conducting systematic spot audits of compliance with governance requirements in the Local Government Act;
- Undertaking prosecutions for breaches of the Local Government Act;
- Elevating matters of gross misconduct of a councillor to the Victorian Civil and Administrative Tribunal; and
- Recommending to the Minister for Local Government that a council be suspended or dismissed for cases of serious failure in corporate governance.
How to make a complaint
Complaints about possible breaches of the Local Government Act may be directed, in writing, to the Local Government Inspectorate or to the Minister for Local Government (who will generally refer the matter to the Local Government Inspectorate).
The Local Government Inspectorate can also make its own enquiries into possible breaches of the Local Government Act and may assign an Inspector of Municipal Administration to investigate a matter if it is considered that there is sufficient evidence of a substantive breach.
